Seems i have terrible luck, i've killed NM Oculis, who is also level 55(maybe 54) 7 or 8x and the only unique hes dropped was some trash level 27 armor

Luck is only useful on regular enemies TBH. IT HAS NO EFFECT ON BOSSES! on rare zombies ect i am not sure but i think it has mininmal effect. If the monster killed cannot drop a normal item, then luck has no effect, all luck does is reduce the chance of items being normal, if there is 0 chance then it is pointless.

I just did a 1-15 cata normal, only unique i got was from a random monster(pretty sure it was a white mob)

still yet to find a 40+ unique

thats almost my point, if you have a shitload of luck, then your better off fighting normal mobs because if they have close to or 0 % chance to drop a normal (non rare / legendary/ unique item) then thats like killing a boss each time
so mass luck gets you better drops from normal mobs, thats it! I know you point is just that in general your not getting shit, but dont blame it on the use of "luck"

Random is random bro, repetition is key. Keep farming it will pay off.
