just for the hell of it i logged on to my old norm evoker and looking in the inventory. I saw a little thing called skill retrainer. How did i get it? is it because of an old update or something?

You should check out the official hgl forums. You'll find all of your answers there and more. BM don't get any cuz their skills weren't changed in any way like hunters.

hunters ?, lol hunter was the only class that dident get one.. Evoker and Guardian got one, hunter = engi / mm.. next patch or very soon it will come for the mm when they have changed his skillz
