You need to be the same level as the items item level to nano it.

what do you guys think of the nano shards thingies? I get frustrated, I've only found1 part so far...

I've gotten about 6 so far, Errgoth dropped 2 for me as well which helped.
Craft blue mods and break them down, should get you a few nanoshards easily.
