please be more specific do you mean its a jsp rule or do you mean they cannot be traded in game?
if its a rule i apologize i didnt know that and if you mean you cant trade in game your buying the code not the actual dye kit.

dye kits cant be transferred from one character to another in the game, its not possible
and you cannot buy codes here

to the best of my knowledge the Only way to get dye kits was to buy the collectors edition or pre order the game

There are other dye kits, but I think they are all untradeable

you can buy them from some auction houses, look around. About $10 last I heard.
