Are you on elite or non? It actually adds +1 Summoner skills and 29-33% minion damage.

The evoker weapon I have adds 90% damage not 29-33 and I'm in Normal non elite and non hardcore.

i got the masters hand +1 to summoner skills i can show u in game.
