Is it possible to reassign skills or stats once you've already put them into something?

I haven't touched anything and am already Level 5 Marksman and I want to put stuff in, but I have no idea what I'm doing so I don't want to waste anything.

If there is a way to reassign the skills or stats, let me know and if it costs anything or it's free.

Also, if you have any tips for marksman skills/stats let me know

LMK what kind of mm you are planning on. Sniper? 2 x 1 handers? 1 x rifle?

At least make sure you have beacon and the passives and have beacon on right click you will use it CONSTANTLY.
