your character level so you can kill fairly quickly and get the best drops for your level

but if i go to shulgoth at lvl 35, wont he just drop those stuff in act 1?

There is no point in doing boss runs in normal mode, he's referring to nightmare Shulgoth/Occu/Abba etc.
