don't get homing shot: are you using a auto-rifle? or a missile like projectile (ie, cluster rifle)? If you are going to use an auto-rifle, homing shot does absolutely nothing for you (read the description, 'certain projectile'). I've tested this skill many times w/ my softcore char, and I've posted it several times on the forums, and many other ppl have similar experiences. When homing shot proc using my Veteran (auto-rifle), I tried to "mis-aim" to see if it'll still lock on a target (randomly), it doesn't. And if you test it w/ a single mob, does absolutely nothing. However, if you use that "certain projectile" gun like a cluster rifle (this gun u can actually see the missile firing from the gun), you'll see that the missile will randomly target a mob. Worst, if you have ur cursor over a mob closet to you and right in front of you (3-4m) it'll still curve either right or left randomly. As of now, if that's how it works....it's just utterly worthless for it to seek its own target randomly and not the "best" target (ie; one that's right in front of you about to take a swing at ya).
Phase nade: Yea that's a good nade should u take that route. As you can tell, nades scale up as you lvl. so even at skill rank 1, it'll still do a good amount of phase attack str. But here's the problem...should u use ur phase nade w/ mobs that have shield (and most do), it won't phase them (unless of course you have shield penetration FROM ONLY your armor). Many ppl complain it's not phasing...that's one problem. Now, to try and answer ur question (perhaps someoe else can do a better job since I didn't chose this skill...BUT I do have it on a switch with rank lvl 2), it phases a good amount depending on the mob. I only have lvl 2 from my switch, and the only ones that give me trouble are (obviously) rare/leg/epic/named mobs. It works...but not always at the first try. However, u have to take note that I have elemental beacon maxed, so even at my lvl 2, I can still do a good amount of elemental status effect. And i recommend you get that too, especially over homing shot
edit: If you're going the route you are, it'll probably serve you best to find 2 one handed guns w/ multi-shot on switch so you can use it from time to time against harder named/boss mobs
