absolutely positively by a mile >>> shield penetration<<<. After that, fire damage and some ignite. Why? They pwn the types of monsters that don't use shields, and obviously the ignite for the bosses.

if so shield overload is a better option than penetration, unless u aim for so high dmg u kill fast no matter if shields are still up.
For my guardian i prefer mods that add effects on hit/kill since it helps speed up my killrate
example: 10% chanse to release fire nova on kill
as long as you have 1+ shield penetration you can proc your elemental and other on-hit effects. Another HUGE reason for shield penetration.
