i believe its premium item only, so i don't think you can get from drop, but yeah, its separate slot, so gives u +5 and u still have ur dye kit, so i bought one... i do expect tho that they will top it, because it says (intermediate) next to it, so i bet they will have (advanced) come out that is like +10, but who knows when that will show up.
also, it binds to ur char
