If I'm not mistaken the level limit was reduced to 50 at launch for skill balance purposes, and also because the third difficulty was not ready. I don't know where I heard this, though, and I may be completely wrong.

oh... a third difficulty... it would make sense tho, they need hell difficulty

it was always set to 50.
