well kinda, the lower lvls in HGL is like lower lvls in any game, they suck because u dont get to use any cool skills and stuff, the quests remain for the most part the same
but u get to use some badass attacks, i think thats what he is trying to say

the best action to take would be just to level throughout the game, because even if you get rushed, you wont be able to damage occy or any monsters around his area
there are very high level difference penalties, if you are more than 5-6 levels away from, they will do major amounts of damage to you, and you will do only a sliver of damage per hit
