It does "reasonable" damage and has a "reasonable" phase chance, but a drone with a decent parawave/flux (with shield pen) or a combustion grappler will phase just as often if not more (especially with a good paraflux). Moltov assault is your friend, it's what makes you godly. Spend points on your drone's retrofit skills AS NEEDED. Medpack retrofit is a pointless investment as you can easily get 2x +2/3 medpack 1 handed weapons and just swap - cast - swap.
So, Rocket bot is a definite (it does 4x the damage of bomber).
Now, haste vs bomber...the question is, will you be playing 100% BY YOURSELF? I mean, no solo xp groups, no regular groups? Because if you will ever be in a solo xp group (and you WILL if you want good xp) then bomber's damage becomes very neglagable. However, if you have a good auto-rifle (10-20+ dmg exothermic does nicely) you are getting a HUGE boost in damage from haste bot, in addition to your drone firing off (ie., phasing) alot more often.
I left the build 3 points short on some of the "crucial" skills, since +1-2 engineer skill items are starting to become available, and if I'm building for end game, I will eventually have +2 or 3 to all skills.
1 Point in escape and 1 point in beacon - well worth it.
Master engineer is something you have to decide on for yourself. I like to have 2-4 points, because the diminishing returns on armor make it less useful after that. At level 50, with 3 points in master engineer, my drone has 88% dmg reduction. That's with an upgraded nightmare wart's leg and some very decent armor.
