No skills can go over their max. My summoner has 9/10 points in a skill, when I wear my two +1 items, it maxes out at 10/10.
It would be nice if skills kept increasing, but sadly, they don't.

think ive seen 11/10 in a picture u see, thats why i mentioned it.
