at level 15 you get your first job change quest to become an assist/merc/mage/acro. you can't lvl above 15 until you've completed one of these quests. if you're lvl 16 and an assist then you've done the quest to become an assist.
what quests are you looking for exactly? they only one you'll find at lvl 16 will be "magic quill" that the flaris quest office gives you which you'll have to collect 12 "tarin roots" of the fefern monsters across the bridge at north of flaris's map. and at lvl 17 she the same npc will give you another quest.

I wanted to be a mercenary yes, but I messed up and became an assist
but I did the quill quest already
and yes i'm level 16, I'll get to 17 to do this next quest
