Quest Starting Location: SainCity East of Loadstar, in front of statue
Quest : Uncovered Pass
NPC : Porgo
Quest Requirement : Completion of previous stage in quest
Objective : Collect Disappearance Investigation (It appears out of thin air, southeast of (Public Office) Helena )

i found it.. wiki didnt describe it well enough it was right by saint hall in on south east side.

problem is it disappears and re appears but the person that showed me where it was said they put a bush where it use to spawn. so u gotta stand in the middle of the bush and get just the right camera angle to grab it..

i guess there use to not be a bush there and now there is thats the problem..
