You don't.
Just don't stand in Flaris for very long.

Click on "filter" its on the chat box thing and then un tick the box with "shout on it" that will take off al the spam and you will only hear people talktin thats close to you

He's talking about those annoying people in Flaris that are trying to sell penya from websites.
They just spam into the general chat.
You could turn the general chat off...but then it would appear in the system bar.

Your best bet would be to just not stay around them for long.
