I have plug +9's, can you get +10 or higher?

Yes, you can get them to +10.
The highest a piece of jewelry can be upgraded to is +20.
You upgrade Jewelry by using an Aprotect and a moonstone on the jewelry you wish to upgrade.
You don't need to use an Aprotect when upgrading from +0 to +3.

But what about things like speedo's....can i get a speedo +0 and upgrade it to +3 with no worry then?

No, Speedos can't be upgraded. And the all stat rings can't be upgraded either.

You don't have to use an Aprotect to upgrade after +3, but if you don't and if your upgrade fails it'll break and go byebye so it's best that you do..

I'm not too sure about speedos, I'd imagine that you probably can't.
Speedos +0 are cheap, Speedos +3 are relatively expensive.

I would do some research before attempting.
