not only was it sold unperm on a massive trade site but it is the second unperm down on the cc wall of dupes.

way to go. just admit you fucked up and act like you didnt know it was an unperm and try to save your reputation.

Yes it does.

Every Rune horn in the game is UNPERM.

It's 100% IMPOSSIBLE for Rune horn to be perm.
It's a .10+ dupe meaning there is no chance for it to be perm.

Something can only be perm if it was duped before .10 and then never duped after .10

Rune horn is 100% UNPERM and can't be perm.
Impossible.
