It doesn't matter. It's all based on character level. Highest level can gamble the highest equipment. It's +/- 3 Levels from your character level to the highest iLvl you can get.

actually it dosnt affect what you get based on who you gamble off of.

there is a 10% chance for a rare and such on any item you buy...if you would read the shit on battle.net/diablo2exp youd know this.
