I unlocked 6 star after doing multiple 5 stars. Im not sure what triggers it exactly

To unlock 6 Star Raids (which is the highest rn until 7 star charizard comes out i think) you have to complete the whole story - dude will ask you to do some raids to help study them. after doing a bunch, you get another phone call in which he tells u about a weird black tera crystal. doing this one unlocks them completely.
