I can't get past the water temple in chrono trigger. Not sure if I need to get SURF, or my dragon ball radar is sending me in the wrong direction.

You need to find the sleeping chocobo in the tall grass outside Penguin Village and play the ocarina to wake him up. Once you have him you can reach the temple's back door; the main entrnce is a dead end.
