I've always seen it as:

Ocarina of Time
Majoras Mask
Zelda I
Zelda II
Link to the Past
All the GBA ones

Then the rest would follow the story of other heroes, before and after the original Link.

But this has flaws ofc, because Nintendo has made it so no timeline makes sense.
