Just hatched one with all IVs 31 (no edit or cheat), it took about 10 generations of breeding and then 20 tries on top of it (I feel like I got really lucky.. but I HATE his nature. its -attack +defense).
It would make a decent Umbreon that way but I already have a Spiritomb and a Misdreavous in my party.
Let me know if you want it. Its male, level 1, max IVs, and not participated in a single battle so no EVs, and I can rename it to what you want before sending it.
