Was thinking of making a team around a SubAgility Empoleon, with Petaya Berry ofc.

2 questions I have:

1. - Does this set really need Toxic Spikes to work?

and if so...

2. - Best Spiker to go with him? I was thinking Forretress but I wanted to maybe hear someone elses ideas

just if people wanted to know, the set I was thinking of is :

Empoleon
Item: Petaya Berry
Nature: Modest
EVs: 12 HP/ 252 SpA/246 Speed
Moves:
Agility
Surf
Ice Beam
Substitute

Also, yes. Toxic Spikes are to Empoleon as Stealth Rock is to SD Lucario. That being said, Roserade lead goes well with Empoleon. RestTalk Nidoqueen also doubles as a Lucario counter, which is nice. I personally used a RestTalk Drapion on my Empoleon team, he can also phaze and absorb other Toxic Spikes. Don't use Drapion or Nidoqueen as a lead, though. Use a Stealth Rock lead if you're not using Roserade.

12 HP EVs just as they are divisible by 4

Then Maxed Sp. Attack, then just put the rest in Speed.

232 EVs for speed is only needed to outrun the likes of Choice Scarf Heatran, but I didn't know what to do with the remainder of the EVs, so I just put them in Speed

Yeah I didn't want to use a Toxic Spike lead tbh, I looked at Drapion but didnt look at Nidoqueen, I guess one of them could work with it, maybe Nidoqueen as a counter to Lucario is always handy.
