How do you add people to your pal pad and where do you get it? And how do you get your friend code?

You go downstairs in any Pokemon center and talk to the lady at the desk. She'll give you a Pal Pad and your friend code. Your Pal Pad can be accessed in the 'Key Items' section of your bag.
