Since zapdos can't be bred, is there any reliable way of getting hidden power flying with ~70 power on a zapdos? Would be much better than drill peck given his SpA values.

Unless you're prepared to soft-reset 10000000 times catching a Zapdos untill you get the right IV's/Nature, you'd need to SAV it.

Either way, I can't think of a set that would call for a HP Flying for Zapdos.

It's not particularly useful, but I wanted a second stabbed attack that wouldn't be expected. I might just can the idea and go with heatwave.

Heat Wave's just better, the only thing you'd be taking care of with HP Flying is fighting types, and I can't think of many of those who would want to switch into Zapdos.

So, I've hit another wall. Do I have to have platinum to tutor him in heatwave? If so, can somebody do this for me if I transfer it to them with a heart scale?

Yes, you have to tutor it.

Sigh, I've got the shards on pearl, is there an easy way to transfer just items to another game? or would I have to trade 8 pokemon with a shard a piece?
