When I'm at the house of the guy who tutors moves in Pastoria City and he doesn't have it on his list????

It has to be a certain move tutor in Platinum or learned by breeding.

And according to Serebii, it's a Egg move (breeding) and move tutor

I really need this move so incase my Electivire encounters a ground/rock pokemon!

There's random tutors throughout each game that teach a certain move once to certain pokemon.

Egg move means you get it from a parent when breeding.

So is if I transfer the Electivire to Diamond/Pearl the tutor will teach it Ice Punch??
