the main problem witg smash 4's ledge mechanics is it makes stocks last longer, which could easily be fixed by nerfing shield and decreasing landing lag (or bringing back L-cancel). What it does well though is give a lot of viability to characters with good aerial game because they dont have to fear getting ledge hogged. Ledge trumping does a nice job of giving ledge game a bit more depth and requires a decent amount of precision/timing too.
As for the skill part, i think smash play can be seperated into different types of skill like knowledge, precision, speed of execution, reads, etc. While the "tech skill" (mix of speed of execution, knowledge and spacing and more) part of melee is definitely more important, most things regarding fundamentals remain similar enough to the point smash 4 is still very intense even without being the gem that melee is.
