yeah, idk there's many, but afaik any kanji that's not on the offcial list will always come with hiragana on top of it when published in books, newspapers, etc.
kanji learning in japan is divided in 7 groups, 6 for each grade in primary (9XX kanji) and 1 for secondary school (10XX kanji); so idk when the other kanji are learnt, maybe people learn them on their own or in university... I do know though that CVs in japan are always handwritten so that people can judge on the person's level of education by looking at both his level of formailty and his use of kanji.
I'm following the japanese kanji system and I've finished the grade 2 kanji, so I can read/write as well as an 8 year old in japan
