-Time is the damn worst, anti fun, encourages just drawing the time out when you are winning
-5 stock is way to many for sm4sh, i'd do 2-3 stock and like best two out of three
-"no cheap characters". this is just bs, no character is game breakingly OP right now, so its just anti fun to have your main banned if someone doesnt happen to like them
-no countering is kind of hard to enforce, i would just play pac man regardless if he happens to counter someone or not. Don't think there are really any hard counters atm anyways
