I don't recall there being an actual cool down on special abilities. Just try to get better at the game. I am going to assume, you are actually having difficulty pressing the right buttons at the right times.

No. If you check it you'll see that Computer Kitana can throw fans one after other and we can throw other just after the blood disapear.

You can see that computer can block, kick, punch faster too. if you get freezed by subzero where cannot *down + HP* you, you'll see that he will try many times and faster than normal.
The most cheat is that they defend roll(Mileena) even when u are too near it, the only way to roll them is when they are using a projectile or some speacial ability.
