HM (Hidden Machine) moves are impossible to delete by level-up/teaching unless you delete them through the move deleter...
This is why people use, "HM Slaves."

Yea im trying to look for an hm slave now lol thinking of using smeargle.

I usually use Gyarados, Bibarel, Quagsire, Golduck, or Tropius.
Obviously Mew would be the best HM Slave due to its ability to learn all TMs/HMs.
Fly, Surf or Waterfall will almost always be apart of two of my team's moveset.
I just give flash to a random Electric or Grass type.

I recommend Smeargle because it can use any HM through sketch i think. Just takes a long time.
