Some people say yes because there's only one of him in a game. I also heard that some people think he has some special element about him because he has a unique battle tune.

Personally, I don't think so.

Are you sure? I always thought he was Flying and Fire.

Anyway, Infernape is always a good choice (Fire/Fighting). Go for Starmie! I currently have one at around level 90, and it owns. I think it has Thunderbolt + Ice Beam + Surf + Psychic, and EVs in Speed and Sp. Atk.
