Copies of Destiny 2: Forsaken will come with a character boost — called a Spark of Light in Destiny — to help new players quickly level up and get right to the DLC, Bungie said in an interview with Mashable. But unlike the original Destiny, this new consumable will now work from the character select menu, and treat the character it’s used on as if they’ve actually finished the campaigns from Year One’s offerings.
The Spark of Light in Destiny was first introduced in The Taken King. It allowed players to boost up to the max level just before the most recent content update. The same is true with Forsaken. This will let anyone who isn’t quite there yet log in and immediately start playing Forsaken’s campaign and content.
Players with only two characters, returning players who stopped playing after Destiny 2’s main campaign, or brand-new players who haven’t played Destiny 2 at all will be able to take advantage of the level boost to quickly join up with friends.
The Spark of Light will also come in handy for players who want to move play locations. If players started on PS4 and dread the idea of re-running the campaign of Destiny 2 on PC, this could be the perfect opportunity for them to jump ship. However, it’s unclear if the Spark of Light will complete any exotic quests like MIDA Multi-Tool or Sturm.
While Bungie is still keeping all the details under wraps, the developer told Mashable that additional Sparks of Light can be purchased if players want a second boost. In Destiny, these boosts cost $30.

Leveling / gear wise
You dont need to play the other dlc to prepare for Forsaken. Although not having certain exotics in your collection (whisper of the worm/tractor cannon/sleeper simulant) might put you to a tiny disadvantage and will require you to grind for these weapons that will most likely be required for certain boss fights.
I wouldnt worry about your power level. Even if you're behind, completing the Forsaken campaign will put pretty much everyone at the same level. Then the grind begins
