I am signed into the network, was just playing fifa 15 online

However, when I try to go online on gta it loads story mode and says I need to be signed into the network

Works fine on ps4 so i believe its not rockstar servers.

Just checked again, and same issue

Maybe they're doing some maintenance on the ps3
