so i have like 87% or so in historic district, yet the only quest is the last quest
when you fight Kessler. So my question is upon finishing last quest,
will I get 100% territory in that district or what? Thx for info.

E/ I believe i found all 3 hidden blast shards as well, which are side missions as well they just dont show up as a mission on the map

its been awhile but i believe you need to keep killing enemies in the area you need, a quest marker will appear from the body

takes a few tries unless lucky

This sounds familiar for some reason.
Like you said, it's been too long.

I just played through it over Christmas, pretty sure that last 13% is the area where you fight Kessler so after you beat him, that area will be clear and you'll get 100%. If you don't then it's no biggie cuz after you kill Kessler you get free roam privileges and any area that isn't cleared will have an enemy that turns into a mission when you whack him.

This. I haven't done 100% areas in a few years. I replayed last year just for the 100% stunt list

You're right man, I decided to go ahead and not wait for a reply, killed Kessler and got the 100%
