I know essentially nothing of the vita, I haven't owned a handheld since the original ninetendo Gameboy no b.s.
but I am interested in getting 1 for my future purchase of the ps4
but I was just curious, is the vita like the ps3 in terms of GB, does it have different models like the ps3 does

It has a memory card. You can get a base bundle with nothing, or one with a game and 4gb card. There are 4, 8, 16, and 32gb cards I believe.

the vita is around 200-250 or so

Is Sound Shapes cross buy?

Yes and it's dual plat with cross save. Only have to play once and sync
