Legacy reasons. Windows 95 for example was abbrivated Windows 9x. Believe it or not Windows 95/98 machines are still out there in business.

Not sure what you mean. Windows is more focused on business not the home pc. So they sell to them in installments. They have enough to know that there would be legacy issues.
