It's quite buggy, the farther you progress the less likely you are to have random encounters, it's quite hard to complete a set. 2 pieces of a set isn't even implemented in the game, but can try to kill some crows at a place to get the 2 pieces which is high unlikely. I've only managed to complete 2 sets, but I do the merchant money trick and buy all the really good individual items.
