If this is true then no. Servers will go down in a domino effect. In order to get them back up, the network has to go down completely and they all be reset before they go back up. If you don't then you will just aggravate the server and they will go down again. That's why a ddos so efficient in terms of making something go down.

step 4. I wait many years for Playstation to reach it's Fourth generation
step 5. I kidnap a film directors family for ransom, forcing him to write the script for a movie I called "The Interview"
step 6. I attempt to release this movie on the busiest holiday of the year
step 7. I write an E-mail to "Kim Jong Un" (the leader of North Korea) stating that as a representative of Sony, I hereby think he is a pussy and will never become a worldpower like Sony
step 8. I let the goblins in Kim Jong Un's head to work their magic (example.. "If I allow this movie to be released My country will forever be underestimated")
step 9. Kim Jong Un retaliates on Sony because the goblins in his head have forced him to take swift action against Sony lest his country lose its integrity.....
