Its exactly because more people are playing and camping less. They are more likely to be around enemy terrorities and can help kill snipers. Often if there is a spotted sniper in my area, I will go knife them.
If you find a really good camping spot on hardcore, it will be really hard to find the sniper and communicate to the rest of the team where that sniper is. That sniper can then go onto dominate.
On softcore since the position is given away thanks to kill cam. Spotted players also show up for your entire team and if an ally is nearby, that sniper could be in trouble. Personally I rarely see snipers dominate games on softcore, but I hear it seems to happen quite often on hardcore.
Lower damage affects hardcore less since there is no natural hp regen too. Even if it takes two bullets on both softcore and hardcore now, if the victim manages to stay safe long enough in softcore and regen full hp, thats another two more bullets needed. In hardcore it will stay one more bullet, if the first one did not kill them assuming they have no medikit.
Staying on lower damage, if theres no one shot kill/head shot, the person is able to more easily identify the sniper and spot for the entire team. As long as snipers are spottable, they will generally have a harder time to survive.
When you know there is a big orange dot on your head, you will generally feel more under pressure to make more accurate hits, whilst in hardcore you have more freedom to miss.
Also have you forgot how many snipers play on softcore too? Spotted snipers are often top priorities for your own snipers since they are easily still targets.
