That makes it look like Los Santos is kind of small. But it looks like it's about the size of the second and third island put together on GTA 4.

IGN's scale is off. They base it on airports, which assumes that the Los Santos Airport is the same size as the relatively tiny Liberty City airport.

Taking the scale from GTA IV and the leaked GTA V map, Liberty City fits entirely in the Los Santos part of the map. The map is between 29 and 49 square miles, while the GTA IV map is roughly 7 square miles.
