Right, so this was likely due to the overarching structure of Sony who owns this studio.

Missed the point entirely. The hype was so huge for this game to be something so close to God Like that only Sony could pull off and it turns out it's just a reskined Dark Souls 2. The hype does not fit the gameplay.
