So only those who had ps plus at that time will get it or everyone? What with those who just got ps plus after the down time? Like all that guys who just got the console for christmas but couldnt even sign up

Well they didn't lose any monetary value from PS+... they just couldn't set it up.

so everyone who had ps+ will get 5 days added
and everyone will get a 10% off entire cart value coupon (cart can hold up to 10 things iirc)

sony usually gives back when something like that happens... one reason i stuck with them
although that sucks cuz i didnt have ps+ i couldnt redeem it and it ran out just b4 xmas
