In terms of who gets more kills, yes. But they're both valuable and need each other. You can't do shit/aim without good pilot, probably crash at start or get killed by MBT/IFV because of bad gunner.
Besides you can use "hit and run" technique with pilot missiles, for example just fly straight over flag etc from "far" so you can shoots missiles to flag area, maintain angle, spam missiles while gunner shoots, turn and repeat.

ya i like the heli more but i dont like the passenger heli where it shoots the machine gun when ur flying shits worthless as hell
i like the one with the missiles and i just fly jets to try shooting other jets down for fun i got like 15 kills with it lol

jets easy to fly once u get the hang of it..
i got it all down like i break when a jets following me go in a circle and im behind him and shit
the only time i really every get shot down is if theres a whole team of stingers which earlier there was lmao i heard nothing but that beeping noise ><
