No its not. The PS3s structure is hard to port to, let alone from. Multiplatform games are never lead platform on PS3, that's a fact. It's not a fanboy comment, it's true. It's far easier to develop on the PC based 360 then optimize for PS3 after then the other way around. It is cheaper, faster, and the performance is better all around if 360 is lead platform. It's one of the reasons Sony is moving to a similar structure that runs Xbox with the PS4, because it's so much more developer friendly.
