Is the 4th boss hard? I think I'm pretty close to it.

I'm a veteran to the would series and it took me 5+ to get past the Cleric Beast.

2h Hunter Axe. Its just too fast for a 2H weapon.

1h Ludwig doesn't stagger anyone and 2h is very slow.

I just finished The One Reborn and I've been upgrading both Hunter Axe and Ludwig. Ludwig out damages the Axe because of scaling but the Axe is still staggering everyone. I might hit for less but I can get combos in that I can't with Ludwig.

The run and R1 staggers an enemy, 3 more R1 finishes the combo, uses all my endurance and kills every enemy.

Fully charged strong attack clips through most any part of the map too.

i like the axe better
but ludwigs is stronger
i doubt the more damage it does will make it worth using if you dont like it
