It was. I got it last week.
Sanctuary is a good candidate. You basically have to waste time being in the settlement and just doing 24hr waits over and over. If you leave to go do a quest or even just to protect another settlement, it'll drop to around 80% even if you have the proper setup.
20 settlers
10 Charisma needed, but you can get some of it through items (Summer Shorts/Sunglasses/Hat)
6 Charisma base needed for Local Leader, need to unlock both levels of the perk
100+ Security from turrets (I had over 200)
20+ Food (Mutfruit best option)
20+ Water
20+ Beds
Then I made 5 living rooms with paintings, couches, and TVs
You'll need to assign 4 people to food. I would suggest Marcy/Jun/Murphy/Sturges only because if you assign them to stores, they'll always wander.
The other 16 people went to stores I built. Supposedly the lvl 3 Clinic raises happiness the most (I've not tested only based on what I've read), so I had:
1 Clothing
1 General Store
1 Restaurant
13 Clinics (Surgery Center)
After doing all this, I just slept in a bed for 24hrs at a time and saved periodically. It will show on the "Build" screen if the Happiness level is going up with an arrow. Once I was at 99 though, it was stuck even though it still showed an arrow up. I waited several times and could not get 100. So I started putting paintings on every wall including exterior walls. After the second house I did it to, it popped. So, paintings do factor in in some way, just not sure how much exactly it gives to you.
P.S. Don't have any companions in the town as you can't assign them to most jobs. Also, Don't build Mama Murphy her chair when she asks for it, cuz then she'll just sit there and will no longer be assignable (unless you shoot her to get her off the chair and scrap it).
