That's my set up.

Hit 20 put on gear hit 26. Needed boots. Went to earth did divide for public event. Found blue boot engram. Am now 27 just about to run first chest on crota

umm OK wtf....why when I upgrade at xur with an exotic shard it resets everything??

Look at the damage or light level. It upgrades.

Play a bunch of Strikes and crucible so you can get marks to buy the legendary gear from vendors.
